Nearshore delivery center in Tunisia: your dedicated development team in Tunis

AXELITES, a French IT services company with offices in Paris, Montréal and Tunis, runs its nearshore delivery center in Tunis. It gives you dedicated development teams that speak French and English, are trained in generative AI tools and are managed by a project manager in France, with zero to one hour of time difference. From custom development to e-commerce, from cloud to maintenance, the center covers all of our expertise.

A delivery center, not a pool of developers.

A delivery center is not a pool of developers rented by the month. It is an organisation: stable teams, methods shared by our three offices, governance that keeps progress visible and a written security framework. Since 2012 and more than 300 projects, this is what we offer companies that want to deliver more, faster, without losing control.

Nearshore as people fear it

  • Interchangeable developers, replaced without warning
  • An intermediary between you and the team doing the work
  • Methods that change from one provider to the next
  • AI used without rules, or banned on principle
  • Knowledge of your product that stays with the provider

The AXELITES delivery center

  • A named, stable team you meet before the start
  • An AXELITES project manager in France, your single point of contact
  • The same methods and checks as in Paris and Montréal
  • AI-ready teams, with written usage rules
  • Code, documentation and access in repositories you control

Dedicated team, staff augmentation, fixed price or maintenance: a delivery center that fits your organisation

The same team in Tunis serves four engagement models. Choose the one that fits your organisation today; it can change as your roadmap does.

Our methodology

From the first conversation to a team at cruising speed

Onboarding is prepared: the people, the access, the tools and the working rules are in place before the first sprint, and the team grows once the set-up is proven.

Paris and Tunis on the same clock: shared working days, meetings during office hours.
  1. Scoping

Activities to delegate, stack, skills, the governance you want and what you keep in-house: the engagement model and team size follow.

    Stage: Consulting
  2. Building the team

We propose delivery center profiles against your criteria; you meet them, with the project manager, before approving.

    Stage: Selection
  3. Access and environments

Repositories, environments, tracking tools, messaging and AI usage rules are set up; existing documentation is taken over.

    Stage: Kick-off
  4. First deliverables

Short, measurable goals: a module, a fix, a work package. Code review, tests and a demo from the very first iteration.

    Stage: Delivery
  5. Scaling up

Once the set-up is proven, the team grows or specialises with the roadmap; every added profile follows the same path.

    Stage: Capacity
  6. Long-term management

Regular reviews of progress, quality, risks and team composition; monthly reporting and recorded decisions.

    Stage: Follow-up

What is a nearshore delivery center?

A nearshore delivery center is a software production center located in a country close to the client’s, which develops, improves and maintains applications on the client’s behalf. Unlike a one-off assignment or a group of freelancers, it relies on established teams, documented processes and continuous management: knowledge of your product accumulates in the center, not in a single person.

At AXELITES, the delivery center sits in our Tunis office, at Centre Urbain Nord. It works for our clients in France, Canada and Tunisia to the same standards as our Paris and Montréal teams: code review, automated tests, staging environments, access management and reporting. You are not buying developer days; you are entrusting an organised production capacity, sized for your roadmap.

  • Established, stable teams rather than interchangeable profiles
  • Methods and tools shared by our three offices
  • Management by a project manager in France, in touch with your teams
  • A contractual, security and reversibility framework written from the start

Nearshore or offshore: why Tunisia for a delivery center?

Nearshore means production entrusted to a country that is close geographically and culturally; offshore means a distant country, often several time zones away. For a French or European company, Tunisia ticks the nearshore boxes: the country stays on UTC+1 all year, the same time as Paris in winter and one hour behind in summer, and Tunis is about a two-and-a-half-hour flight away. Working days overlap, meetings take place during office hours and answers arrive the same day.

Every year Tunisia trains many engineers and developers in web, mobile, cloud and data technologies, in an environment where French is an everyday working language and English is widely spoken. This linguistic and cultural proximity reduces coordination costs, the hidden expense that weighs on far offshore: fewer misunderstandings, less rework, lighter specifications. For Canadian clients, the five-to-six-hour difference still leaves several shared working hours each day, and the team’s deliveries are ready first thing in the morning in Montréal.

A wide range of skills, from custom development to ERP

The delivery center brings together AXELITES’ expertise, the same expertise we deploy from our Paris and Montréal offices. You can entrust it with a complete project, a work package or the maintenance of existing applications, whatever the technology, after a review of the code and available access.

Teams are assembled around your stack and priorities: a full-stack developer and a tester for a growing product, a complete Magento team for a redesign, DevOps profiles to industrialise your deployments. The composition evolves with your roadmap.

  • Custom development: PHP, Symfony, Laravel, Node.js, React, Vue.js, Angular, Next.js
  • E-commerce: Magento and Adobe Commerce, Shopify, PrestaShop, WooCommerce, with their integrations
  • Business applications: portals, extranets, internal tools, APIs and connectors to your information system
  • Platforms and websites: WordPress, Drupal, Next.js, multilingual sites and technical SEO
  • iOS and Android mobile applications, native or cross-platform
  • Cloud and DevOps: AWS, Azure, Google Cloud, OVHcloud, CI/CD, containers, monitoring
  • Maintenance and evolution (TMA): fixes, updates, security, improvements, reporting
  • Staff augmentation: developers, DevOps engineers, testers and project managers embedded in your teams
  • AI and automation: assistants, retrieval-augmented search (RAG), agents, process automation
  • ERP integration: Divalto infinity, Sage X3 and Sage 100, and connecting your ERP to e-commerce

AI-ready teams: generative AI in everyday delivery

Our developers are trained in generative AI tools and use them every day: code assistants to write and review, unit test generation, technical documentation, analysis of existing code during a takeover. These tools speed up repetitive tasks; design, review and validation remain human. Every release goes through the same checks as before: peer review, automated tests, acceptance.

Being AI-ready also means knowing how to integrate AI into your projects. The delivery center builds internal assistants, retrieval-augmented search (RAG), agents that automate business tasks and document processing, drawing on the experience of Aurelia, our AI suite for e-commerce. Data, confidentiality and usage costs are scoped before every integration, and one simple rule applies: no confidential client data is ever sent to an AI tool the project has not approved.

  • Code assistants, test and documentation generation
  • AI-assisted takeover and modernisation of existing code
  • Integration of assistants, RAG and agents into your applications
  • Written usage rules: data, confidentiality, human validation

Governance: a project manager in France, agile methods and measured quality

Every delivery center team is managed by an AXELITES project manager in France, or in Montréal for our Canadian clients, who remains your single point of contact. They turn your priorities into objectives, run the routines and report to you. On your side, a product referent arbitrates priorities and approves deliveries; this division of roles is written down at the start.

Teams work with agile methods, in your tools or ours: sprints or work packages, planning, progress meetings, regular demos, retrospectives. Quality is measured rather than promised: systematic code review, automated tests, continuous integration and deployment, shared indicators on deliveries, defects and lead times. A monthly report summarises activity, risks and the decisions to be taken.

Security, GDPR and code ownership in a delivery center in Tunisia

Team access is named, limited to what is needed and revocable at any time. Development and staging environments are separated from production, and test data is anonymised whenever possible. Every team member is bound by a confidentiality commitment, and our Engagé RSE label, Confirmed level, awarded by AFNOR Certification, attests to assessed practices in working conditions and business ethics.

Tunisia has no adequacy decision from the European Commission: if the team must access the personal data of European residents, the transfer is governed, for instance by standard contractual clauses, and most projects run on anonymised data. The contract can be carried by our French or Canadian entity, under the corresponding law. The code, documentation and access belong to you and are versioned in repositories you control: reversibility is not a theoretical clause, it is prepared throughout the engagement.

  • Named, revocable access and environments separated from production
  • Personal data handled under the GDPR, with governed transfers
  • A contract with our French or Canadian entity
  • Code, documentation and access under your control, reversibility prepared

How much does a nearshore delivery center cost? Engagement models and billing

The cost depends on the chosen model, the size and seniority of the team, the length of the engagement and the skills required. With a dedicated team, billing is monthly and proportional to the team; with staff augmentation, it follows time spent; with a fixed price, the price is set after scoping for a defined scope; with maintenance, a monthly retainer or a bundle of hours covers the maintenance scope.

Production costs in Tunis are lower than those of a local team in France or Canada, and nearshore keeps this advantage without the hidden costs of far offshore: delayed coordination, rework, team turnover, knowledge transfer. To compare offers, ask for concrete commitments rather than hourly rates: team composition, governance, quality, reversibility. Our written proposal details each of these points, and a team can start small, with one or two profiles, before growing with your business.

Why choose the AXELITES delivery center

A French IT services company, three offices, one team

You contract with a company present in Paris, Montréal and Tunis since 2012, not with an intermediary. Management is in France, production in Tunis, and you can meet the team in any of our offices.

All of our expertise in one place

Custom development, e-commerce, business applications, web platforms, cloud and DevOps, maintenance, AI, ERP: the same center covers your project end to end, then maintains and improves it.

AI-ready teams, within a framework

Our developers use generative AI to deliver better and faster, under written rules on confidentiality and human validation, and know how to integrate it into your applications.

Quality shared by our three offices

Code review, automated tests, staging environments, access management, reporting: the same practices apply in Tunis, Paris and Montréal, in a company holding the Engagé RSE label, Confirmed level.

How we move forward together

  • Scope the need

Activities to delegate, technologies, skills, what you keep in-house: a first conversation is enough to choose the engagement model and size the team.

  • Build and meet the team

We propose profiles against your criteria; you talk with them and with the project manager before approving the composition.

  • Start short

Access, environments, tools and routines are set up; the first objectives are short and measurable to check how things work before scaling up.

  • Manage and grow

Regular reviews adjust team size, priorities and working rules; the monthly report keeps decisions and risks visible.

A model, a team and a governance approved before the first sprint, then a report every month.

AI-ready

Generative AI every day, within a written framework.

Our developers use code assistants to write, review, test and document faster. The time saved goes back into quality, and every release is still reviewed by a peer. The same teams integrate AI into your applications when it brings measurable value.

  • Code assistants to write, review and test
  • Generated, then verified tests and documentation
  • No confidential data in an unapproved tool
  • Assistants, RAG and agents integrated into your projects
  • Data and usage costs scoped before every integration

Discuss my project

It is a software production center located in a country close to yours, which develops, improves and maintains your applications with established teams, documented methods and continuous management. The AXELITES delivery center is in Tunis and works for our clients in France, Canada and Tunisia, under the responsibility of a project manager in France.

Nearshore relies on a country that is close geographically and culturally, with little or no time difference; offshore on a distant country, often several time zones away. For a French or European company, Tunisia is a nearshore destination: zero to one hour of time difference, French as a working language and about a two-and-a-half-hour flight from Paris.

Because Tunisia combines a pool of engineers trained in web, mobile, cloud and data technologies, everyday use of French and English, a time zone aligned with Paris and production costs lower than those of a local team. AXELITES has its own office there, at Centre Urbain Nord, with teams that apply the same standards as in Paris and Montréal.

Custom development (PHP, Symfony, Laravel, Node.js, React, Vue.js, Angular, Next.js), e-commerce (Magento, Shopify, PrestaShop, WooCommerce), business and mobile applications, web platforms (WordPress, Drupal), cloud and DevOps, application maintenance, staff augmentation, AI and automation, and integration of the Divalto, Sage X3 and Sage 100 ERPs. The team is assembled around your stack and priorities.

Developers trained in generative AI tools who use them every day to write, review, test and document, within a written framework: systematic human review and no confidential data sent to an unapproved tool. They are also teams able to integrate AI into your applications: assistants, retrieval-augmented search (RAG), agents and automation, after scoping the data and usage costs.

An AXELITES project manager in France, or in Montréal for our Canadian clients, your single point of contact. They run the agile routines, track quality and indicators and report to you every month. On your side, a referent arbitrates priorities and approves deliveries. With staff augmentation, the profiles work under your technical lead.

It depends on the profiles required and the size of the team. After scoping, we propose a composition that you approve once you have met the people; access, environments and routines are then set up, and the first objectives are deliberately short. Starting with one or two profiles, then scaling up gradually, is often the safest path.

Named, revocable access, development and staging environments separated from production, confidentiality commitments and anonymised data whenever possible. As Tunisia has no European adequacy decision, any transfer of personal data is governed in line with the GDPR, for instance through standard contractual clauses. Code and documentation are versioned in repositories you control.

A dedicated team suits a product that evolves continuously: you set the priorities, we manage the team. Staff augmentation adds a skill or extra capacity to your team, under your technical lead. A fixed price suits a project with a defined scope, with a committed price and schedule. Maintenance covers the upkeep and evolution of applications in production. The models can be combined and change over time.

Depending on your preference, the contract is carried by our French or Canadian company, which handles invoicing and is accountable for the result. The source code, documentation and access belong to you, under the terms of the contract, and are kept up to date so that a handover to your teams or to another provider remains possible at any time.
